Town Lock Cormorant

Last week Carl Lewis photographed a cormorant close to River Walk. Today I spotted one at Town Lock. I wonder if it's the same bird, and could all the twigs surrounding it suggest nesting on this site, or have they simply been washed up onto this spot. I don't know much about birds and their habitats. Perhaps someone has the answers?
